Default Summarization not working as expected

I am using a simple Adventure works database.  I have a dimension table "customer" including a customer key.  I have a fact table "Sale" including customer key amoung other things.  I have a relationshiop between the customer key in both tables.  I set the customer key in the customer table to "do not summarzie".  When I add the customer key to the values area of a table, the column is added as "count of customerKey" instead of listing all the customer keys.  This is not what I would expect and I believe it is a bug.

Please see below information I got from PG team: 

known issue for a while, checkbox vs. drag to field well can cause different default aggregation. It has been this way for years. We plan to work on it next semester, but no hard ETA.
