Custom link to report not working for user of shared dashboard

When I add a tile to a dashboard with a custom link to a report in the current workspace, the link works fine. However, when the dashboard is shared with a user who isn't a member of the workspace, the tile doesn't seem to respond at all, although the pointer changes to the hyperlink hand.

I'd expect having a custom link to a report in the current workspace would provide access to that report to users the dashboard is shared with.

I can repro the same issue as you. I’ve reported it internally to Power BI Team: CRI 43816352
I’ll post here once I get any update about it.

I’ve got response from the Product Team.

This issue is known. Currently there is no way to share a report with a user unless there is an artifact of the report in a shared dashboard. We've filed a bug for this on our side.

You can use following workaround:

1. Go to the report that cannot be accessed by the second user.

2. Pin some artifact from that report to the shared dashboard.

3. Now have the second user try click the tile and navigate to the report.

I am also having this same issue.  When constructing a custom tile that points to a report on a shared dashboard - link will work fine for me, but doesn't work for those that I shared the dashboard with.  There is no response to them clicking on the tile.
