And it does not hit the limitation described in this article.

I am unable to reproduce this issue on my side, I can successfully export PBIX file from Power BI Service. 

In your scenario, please check if you hit the limitation described in this article.

I m also experiencing same problem.

Today, I refreshed data using March update of Power BI desktop and published it to App workspace. The report was probably updated on Power BI service as I noticed that one of the Action links (for a bookmark) was incorrect. Then, I published the app.

Now when I try to download the PBIX back, it is showing the same error message which @Kimmm mentioned.

Please respond back to this problem ASAP.

We are having the same issue - multiple reports we can't download, all with the same message, all developed using PowerBI Desktop.  Even downloading PBIX of reports we have downloaded before isn't working.

We are also having this issue. The dataset has also stopped refreshing. The usual fix for this was to downlaod refresh on the desktop then upload again. Not possible now.

The problem is resolved for me. 

I m now able to download PBIZ and export the report to PPT.
