I seem to remember that schedule a refresh of data or do a refresh on data is part of free solution as long as it is done manually or once every day. But I get this message no matter what I do:
This dataset contains on-premises data sources. To schedule data refresh, try Power BI Pro for 60,00 days, or contact your Office 365 tenant administrator to purchase Power BI Pro.
What has changed? When I tested this in the begining I always choose 'Get Data' 'Import' (not Direct Query) and I could refresh data manually.
Now the error on dataset say:
Something went wrong. There was an error when processing the data in the dataset. Please try again later or contact support. If you contact support, please provide these details. Data source type Processing errorThe credential stored in the cloud is missing. From the error message, it seems that the dataset contains on-premise data source which requires gateway, while both personal gateway and on-premise data gateway are not available for free user. So you need to get pro account to make data refresh. You can see: Data refresh by subscription type.

If you create a report using Pro license features, then viewers are also required to have Pro licenses.

Ok but what about the viewers of the reports, should they also have a pro licens?
If you create a report using Pro license features, then viewers are also required to have Pro licenses.
Refreshing on-premises data is only included in hte Pro license. So, if you really have on-premises data, you should only be able to do that in Pro (refresh at all). The once a day for Free license is for cloud-based data.
What is/are the data source(s) for the your report?
It could be a bug introduced in the Service or a bug that was allowing you to refresh the data in the first place that got fixed. Can't be sure until we know where the data is coming from.
