A client asked me if there was any way that two people could update a PBIX file at the same time and merge the changes together. I don't know of any tool that will do this or if Microsoft recommends this at all.
Can anyone let me know if it is possible and the method or tools to use to make merging changes work?

Definitelly not an out of the box solution. However answering if this is possible at all I believe yes.
Most likely this could possibly be achieved for PBIT template files. If you can configure a merge tool of choice that undestands that PBIT files are nothing but ZIP files and most of the diffs would happen in DataMashup and DataModelSchema files.

No, it's not supported. Based on my test, if two users open the same .pbix at the same time, one user can open it while another user will get the error:
It means we can't modify the same .pbix at the same time by two users.

I am not aware of any way to do this.
