Excel data transform issue

I'm having a specific issue on data importing.  I import a spreadsheet that has several columns set as percentages.  Power BI on import automatically changes those types.  When I edit the query to transform the data back to a percentage, it takes effect on the query screen, but on close and apply it never applies to the dataset so I'm still looking at decimals.  I'm not sure what to do at this point.  Monkeying with the spreadsheet prior to upload hasn't produced anything.

 

The only time it actually uploaded properly was when I tried uploading it directly to the cloud PowerBI instead of  Power BI desktop, but I need it in desktop

Can you go into the data model and change it to a %? Modeling tab, click column, click %

I must be blind or something.  Maybe it's just Monday...

 

I still wonder why the query doesn't do the job, though.  Thanks!
