As "Azure Workspace" is mentioned, so I think you're using the deprecated Power BI Embedded. For Power BI Embedded, you can implement RLS however there's no refresh feature but DirectQuery(only support Azure database/ data warehouse).
Power BI Embedded is covering with Power BI Service, thus not longer an Azure service. The current Power BI Embedded service(on azure) will continue to be available for a limited time. If you have already got Power BI workspace collections on azure, consider migrating them to Power BI Service.
For the new Power BI Embedded, namely Embedding with non-Power BI users, as the reports to be embedded are deployed on Power BI service, you can schedule refresh. However, as to RLS, it is not available at this moment, see a workaround with filter in this thread.
