Can't access any formatting options under paintbrush in Browser version

I am using the Browser version of Power BI. I am logged in. I am in edit mode.  Even though I am selecting elements or parts of elements that I should be able to edit - no formatting options show. 

Paintbrush is visible but when I click on it there is nothing there. Please help!

I'm not able to reproduce that issue, what brower did you use, what happens when you log in in Chrome?
