Tabular Model

Budget Table Associate Table

I want to be able to join the Associate table and the Budget table based on state.
 
In MDM you can set the relationship type as regular and it works like a charm. In a tabular model, as the states are repeated more than once it is not letting us create a relationship between them.
 
any thoughts on how to resolve this?

You may add a calculated table and then build relationships.
