Syntax for Sum column removing filters on one column

Hello! It seems as if my syntax is incorrect:

Measure = calculate(sum(Table[Hrs]),filter(ALL(Table[Billable]), Table[Category]="Time Off"))

I am trying to calculate the days off (Vacation, holidays and sick) for use in an utilization calculation. I want the measure to recognize the time based filters but not filters if it is billable time as there is other non-billable time such as internal meetings.

CALCULATE (
    SUM ( Table1[Hrs] ),
    ALL ( Table1[Billable] ),
    Table1[Category] = "Time Off"
)
