Stepped layout not working

Hi

 

I want the following layout in my Power BI report:

 

Department

Name

Account Type

Amount

Year Opened

Finance

Jack Robinson

Current Account

158.35

01/03/2015

 

 

Savings Account

450.00

18/02/2016

 

 

Credit Card

12.50

10/08/2015

 

Tim Jenkins

Current Account

680.52

25/06/2001

 

 

Savings Account

14200.00

25/06/2001

HR

Dam Stevens

Current Account

252.98

08/08/2007

 

 

Credit Card

208.65

08/08/2007

 

 

As suggested in this forum (https://community.powerbi.com/t5/Desktop/Is-it-possible-to-change-the-layout-of-the-new-matrix-to-lo...), I turned off the 'Stepped layout' in Format paintbrush -> Row Header section.

 

Howevre, I am still not getting this layout.

 

Any ideas why it is happening?
