Is it possible to have anonymous aggregate charts?
That is, show the ''average' or 'total' charts but hide the detail rows behind them from the report viewers?
Or better yet, use row level security to allow some readers to see the detail but hide it from others.

Would you please describe more clearly about anonymous aggregate charts?
When we create a chart by calculating average or total values, end users can only view average or total values, because they can only see report visuals, having no access to source data (detail rows in source table).
If you want to hide details only to some specific end users, Row-level security is an approprate choice. Row-level security (RLS) with Power BI can be used to restrict data access for given users.
