I think the underlying report has a URL and that as long as a user has access to at least 1 dashboard, then if he/she gets hold of the underlying report URL he/she can view it (and all the tabs in the report)?
e.g. I have a dashboard for a low level sales rep and give him/her access to that. But then someone tells him/her the address of the underlying report and can see everything (all tabs) including maybe tabs that are only intended for senior management.
Is this correct?

Yes, that is correct. The only way around the scenario you describe would be through row level security.
