I have two bar charts plotted with a date heirarchy on the x-axis using the same data. The top chart aggregates by sum the bottom by count. The aggregation by SUM chart does not sort the x-axis properly. See attached picture. Actually any aggregation works except for the sum.
I can supply an example pbix file. But I don't see how to attach in this forum.

Please click the top right corner of the chart (...) then select sort by x axis column.

Thanks. That worked. But it seems like the sort order changes whenever you change the aggregation method. Is that expected?

Based on my test in the latest Power BI desktop version 2.52.4921.682 64-bit (November 2017), as long as we set the sort based on the X axis values for the chart, change the aggregation for the values doesn't affect sort order. You can see attached pbix file.
