I need to build a relationship (I think that is what you call it) between two sets of data. I need the person in data set A's department to populate based on the details linked with their name in the second data set. In excel I had this working with a V look up.

In Power BI Desktop, you should be able to make use of LOOKUPVALUE DAX function to create a new calculate column in the second table, to get the corresponding person data in table A.
In addition, if there is a relationship between the two tables, you can also use RELATED or RELATEDTABLE DAX function to create the calculate column.
If have any question to create the calculate column, please post your table structures with some sample data and your expected result.
