Created dashboard, published for users and then changed some data but it is not refreshing.

I have created a dashboard, published it, modified some data then refreshed on the portal version but the changes did not take. It did refresh from the Desktop version

Am I going to have to re-create this with the streaming-data option to my excel file/tables?

If you make changes to the pbix (data model) in the desktop app, you have to republish to the service.  Just overwrite the old file when you select Publish and it will take care of the changes.
