I want to change the order of this in Power BI Matrix to Applied, Admitted, Enrolled instead of the alphabetical order. Is there a way to do it?

You can create a calculated column and then order your Stage column by this new calculated column, like this:
then Transform your new Column Type to Int (number), and finally you can order yor Stage column by ID column
