I'm trying to build a report based on our business day, which is from 4:00AM - 3:59AM. (Ex: 1/1/2018 4:00AM - 1/2/2018 3:59AM)
Haven't been able to figure this out. When I add the date dimension, everyting from 12:00AM - 3:59AM calculates into next calendar day.

What about creating a data calculated table with the dax formula below?
Click Calculated table and type in the formula.
Date = ADDCOLUMNS ( CALENDAR (DATE(2018,1,1), DATE(2018,10,31)), "Time1",TIME(4,0,0), "Time2",TIME(3,59,0) )
Then create another two calculated columns.
Start_Time = 'Date'[Date]+'Date'[Time1]
End_time = ('Date'[Date])+1+'Date'[Time2]
Then you could get the Date table like below.
